Modular Refineries Supply Only Fraction of Nigeria’s Diesel Needs – Data

Data compiled from the Nigerian Midstream and Downstream Petroleum Regulatory Authority show that modular refineries contributed only a small share of Nigeria’s diesel supply over recent months, highlighting the sector’s limited impact despite ongoing policy support.

Figures indicate that only three modular facilities were operational during the review period, with combined output representing just a minor fraction of national diesel consumption.

Average supply from the refineries remained modest compared with domestic demand, which continues to be met largely by imports and production from larger industrial plants such as the Dangote Petroleum Refinery.

While individual plants recorded varying levels of utilisation, overall performance remained uneven, reflecting challenges including feedstock access, operational stability, and financing constraints.

Two modular refineries were reported shut throughout the period, further limiting sector output and reducing the industry’s ability to support domestic fuel security objectives.

Despite policy ambitions to expand local refining capacity, the data underscore how far the sector still has to grow before it can significantly reduce import dependence.

Industry stakeholders argue that improving crude supply access, expanding financing mechanisms, and supporting key refining equipment investments will be essential if modular facilities are to scale operations and contribute meaningfully to Nigeria’s energy balance.
